Senior Project Manager: Medicaid Medicare Information Systems

We are seeking a personable yet professional Senior Project Manager to work with one of our contract verticals.   The position is hybrid, leaning more or the remote side, but the most qualified candidate will be someone within the Delaware, Maryland, Virginia (DC) areas.

Here are some of the specifics about the role:

  • Project Leadership: Drive the execution of the MMIS implementation from initiation through deployment and post-implementation stabilization.
  • Stakeholder Management: Act as the primary liaison between state Medicaid agencies, federal partners (CMS), enterprise vendors, and internal business units.
  • Scope & Schedule Management: Develop and maintain detailed project plans, tracking milestones, critical paths, and resource allocations.
  • Risk & Issue Mitigation: Proactively identify, track, and mitigate project risks and issues to prevent timeline slippage or scope creep.
  • CMS Certification Support: Guide the project team through the CMS Outcomes-Based Certification (OBC) or Streamlined Modular Certification (SMC) processes.
  • Vendor Oversight: Monitor vendor deliverables, ensuring compliance with service level agreements (SLAs), technical specifications, and contractual obligations.
  • Financial Management: Oversee the project budget, tracking expenditures, forecasts, and variance to ensure fiscal responsibility.

Required Qualifications

  • Experience: Minimum of 7–10 years of IT project management experience, with at least 5 years dedicated to large-scale MMIS implementations or Medicaid modernization projects.
  • Education: Bachelor’s degree in Computer Science, Information Technology, Healthcare Administration, Business Administration, or a related field.
  • Certification: Active Project Management Professional (PMP) certification is strictly required.
  • Domain Knowledge: Deep understanding of Medicaid modularity, MITA (Medicaid Information Technology Architecture) maturity frameworks, and CMS MECT/MECT toolkits.
  • Communication: Exceptional written and verbal communication skills, with proven ability to present complex technical concepts to non-technical state executives.
